CUELayer is a registered A2P (Application-to-Person) messaging brand. We send SMS messages only to individuals who have explicitly opted in. Message and data rates may apply. You can opt out at any time by replying STOP.

1. About our SMS messaging

CUELayer LLC operates as an A2P messaging brand on behalf of its clients — including municipalities, nonprofits, businesses, and community organizations. SMS messages are sent through applications we build and manage, including PlowDesk, AlertRanger, and custom client apps.

All SMS programs operated by CUELayer comply with the Telephone Consumer Protection Act (TCPA), CTIA Messaging Principles and Best Practices, and carrier A2P 10DLC requirements.

2. Opt-in

We obtain explicit, informed opt-in consent before sending any SMS messages. Consent is obtained through one of the following methods:

Web opt-in: A user submits a form that clearly discloses the nature of the messages, frequency, and how to opt out.
Keyword opt-in: A user texts a keyword (e.g., START, JOIN, or a program-specific keyword) to a designated number.
Point-of-service opt-in: Consent is captured in person or via a client's own platform, with records maintained by the client.

Consent is never purchased, assumed, or obtained through deceptive means. Consent to receive SMS is never a condition of receiving a service.

3. Message types

Depending on the application, CUELayer may send the following types of messages:

Operational alerts (e.g., snowplow routes, service disruptions)
Emergency and public safety notifications
Appointment and event reminders
Member or resident communications from subscribing organizations
Transactional confirmations

We do not send unsolicited promotional or marketing SMS messages.

4. Message frequency

Message frequency varies by program and is disclosed at the time of opt-in. Most programs send messages only when triggered by a relevant event (e.g., a weather alert). Recurring programs disclose approximate frequency (e.g., "Up to 4 messages per month").

5. Opt-out

Recipients may opt out of any CUELayer SMS program at any time by:

Replying STOP to any message — this immediately suppresses all future messages from that number for that program.
Contacting us at sms@cuelayer.ai with your phone number and the program you wish to leave.

Upon opt-out, we send a single confirmation message and add the number to our suppression list. We do not re-enroll opted-out numbers without fresh, explicit consent.

6. Help

Recipients may reply HELP to any message to receive a response containing the program name, a brief description, opt-out instructions, and a support contact.

7. Costs

CUELayer does not charge recipients for SMS messages. However, standard message and data rates from your mobile carrier may apply.

8. Carrier disclaimer

Carriers are not liable for delayed or undelivered messages. Message delivery is subject to network availability and carrier terms.

9. Data use

Phone numbers collected for SMS programs are used solely to deliver the messages you have consented to receive. They are not sold, shared with third parties for marketing purposes, or used for any other program without separate consent. See our Privacy Policy for full details.

10. Program-specific disclosures

Each app or messaging program operated by CUELayer may publish its own supplemental disclosure at the point of opt-in. Those disclosures are incorporated by reference into this policy.
